The Heat Is On Water Resilience Planning

Last year, 2025, was the warmest summer on record for the UK. This year, England and Wales are on course for their driest Summer on record, with more than half of England under official drought status, and hosepipe bans now cover upwards of 20 million people. Two Summers running.

That detail, the fact that it’s happening again, should turn our heads more than the temperature reading does. It’s easy to file this under memorable weather: hot, made a change, talked about, forgotten by October. I don’t think that’s what’s happening, and I don’t think our industry can afford to keep treating it that way.

Why does two years in a row change the status quo?

One drought is weather. Two consecutive droughts, sitting on top of a summer that was already the hottest ever recorded, is a pattern, and patterns are what businesses plan around, not react to. The Environment Agency’s own National Drought Group has described the current situation as a second consecutive year of serious water stress, not an isolated event. Hospitality serves water at higher volume, in more forms (drinking, cooking, ice, laundry, cleaning) than almost any other commercial sector. When the regulator itself is using the word “again,” that’s the signal to change the planning horizon, and not wait for a third data point.

Is this only about the weather, or is supply tightening regardless?

Even in a wetter year, the water available to abstract from rivers and aquifers is shrinking on its own timeline. Environment Agency restrictions are set to reduce licensed abstraction nationally by roughly 2.7% by 2030 and 18% by 2050, with some water companies facing considerably steeper cuts as they rebalance supply against environmental limits. Close to a third of England’s drinking water, and in parts of the South East effectively all of it, comes from groundwater aquifers that take years of sustained rainfall to recover, not one good winter.

Put those two forces together and the supply side of water is getting structurally tighter at exactly the moment demand keeps climbing, independent of what any single summer’s weather does. A hospitality business that plans its water strategy around “this too shall pass” is planning against a trend moving in the opposite direction.

I know how this argument sounds coming from someone who runs a water filtration company, and I know Britain has had dry summers before, and that’s a fair challenge, not one to wave away. But two consecutive drought summers following the warmest summer on record is not the pattern most operators grew up planning around. This isn’t “be alarmed.” It’s a “the planning assumptions most of us inherited ten years ago no longer match the current numbers,” situation, a narrower, more useful claim, and one worth testing against your own water bills rather than taking on trust.

What’s actually in an operator’s control, and what isn’t?

Not in an operator’s control:

* Rainfall, and how much of it recharges rivers, reservoirs and aquifers.

* Environment Agency abstraction limits, set nationally on a fixed regulatory timetable, not negotiated site by site.

* Whether a regional drought or hosepipe ban gets declared, and when it’s lifted.

* If this piece implied that planning well enough makes any of that go away, it would be wrong, and worth saying so plainly rather than letting a resilience pitch quietly imply it.

In an operator’s control:

How much water a site is wasting through leaks and inefficient fixtures. Waterwise estimates that 5-8% of commercial toilets are leaking at any given time, with a single faulty flush wasting up to 400 litres a day, and a third of commercial buildings carry an active leak several times larger than a typical home’s, usually unnoticed in a plant room or supply line. Low-flow fixtures, linen-on-request laundry policy, and checked pool or spa linings close most of the rest. This is provable, and fixable, regardless of the weather.

How exposed the supply chain is: bottled water, ice, contracted laundry, anything drawing on a river or aquifer already under abstraction pressure. Reducing this exposure lowers a venue’s own risk and cost; it doesn’t add water to the system.

Whether water cost and volume get modelled over five to ten years, the way water-intensive businesses already model energy, rather than budgeted year to year as if last year’s number predicts next year’s.

Whether the site captures rainwater for non-potable use (irrigation, toilet flushing) instead of relying on mains supply for everything. This is the one action on the list that genuinely adds water rather than redirecting it, and it’s the most underused.

None of this list changes how much water is available regionally. All of it changes how exposed and prepared a specific business is the next time the first list turns against it. That’s the honest version of “plan accordingly,” and the reason to act on it this year rather than the next drought summer is simple: every operator with the same idea will be trying to act at once once the next hosepipe ban lands, and prices and lead times reflect that.
